Codename: Iceman

At several points in the game, coded messages need to be decoded. The WASHINGTON codes can be decoded by looking up what numbers correspond to the letters using the in-game codebook. For example, a WASHINGTON B-E-H may decode to 8-2-5. This means you should find word 5 in line 2 of page 8 of the technical manual. For the CIA codes, the numbers need to be offset first. For example, suppose that the CIA codes are BF-F-H and E-H-A, which decodes to 81-1-5 and 2-5-0. With an offset of 3, add 3 to each digit, then reduce by 10 if needed. The decoded messages then are 14-4-8 and 5-8-3.
