At several points in the game, coded messages need to be decoded. The WASHINGTON codes can be decoded by looking up what numbers correspond to the letters using the in-game codebook. For example, a WASHINGTON B-E-H may decode to 8-2-5. This means you should find word 5 in line 2 of page 8 of the technical manual. For the CIA codes, the numbers need to be offset first.
